The proposed Hennessey Ambulance District 522 still has a few hurdles to clear before it can be formally established.
Kingfisher County Commissioners met Tuesday, September 8, with the ambulance district, the county’s proposed fiscal year 2026-27 budget and other county business among the topics discussed.

Commissioners learned that additional action is needed in neighboring counties before the proposed ambulance district can move forward.
Kingfisher County has completed its portion of the process, but Garfield County must repeat its special-election process because of an issue involving public notice.
Major County has not yet adopted a resolution or held an election concerning its portion of the proposed district.
That raised additional questions about residents living within the Major County portion of the proposed district, including voter participation and who could potentially serve as a trustee representing that area.
Commissioners tabled the matter while those questions are researched and legal counsel reviews the steps necessary to move forward.
District 2 Commissioner Mike Sparks said he will research potential voters and possible trustee candidates within the Major County portion of the proposed district.
COUNTY BUDGET UNDER REVIEW
Commissioners also continued working on Kingfisher County’s proposed fiscal year 2026-27 general-fund budget.
Discussion included an approximately $5 million carryover from the previous fiscal year, declining property valuations, anticipated ad valorem tax revenue and millage rates.
Commissioners also discussed the possibility of establishing a capital-improvements fund that could be used for future county projects.
No final action was taken on the budget. Commissioners tabled approval while additional information is gathered and the proposal continues through the review process with the Kingfisher County Excise Board.
OTHER COUNTY BUSINESS
Commissioners handled several routine items during the meeting, including equipment disposal, meeting minutes, payroll, purchase-card payments, reimbursements and personnel matters.
The board also continued Kingfisher County’s burn ban amid ongoing dry conditions and wildfire concerns.
The proposed Ambulance District 522 and other pending matters are expected to return before commissioners for additional discussion at their next meeting on Monday, September 14.
